  1. Work: is a higher priority consuming their time?
  2. Allowed area: is the target outside their zone?
  3. Valid job: do the materials, blueprint, and target actually exist?

  2. Connect harvesting, hauling, processing, and cooking.

  1. Rescue to safety, treat, and assign rest.
  2. Confirm doctor, bed, and allowed medicine are available.
  3. Wait on elective surgery; concentrate resources when care is life-saving.

  1. Find the newest cause: pain, hunger, sleep, environment, or loss.
  2. Remove the easiest recoverable problem first, then fix housing and recreation.
